The inter-local as a synthesis of new territorialities Examples of delocalisation
and internationalisation from Veneto region. - The core of our analysis lies on
the relationship between interventios planned by external actors in a territory: on one
side relocation projects, territories and territorialities in outgoing regions, where these
interventions are designed, and on the other side actors, territories and territorialities
in incoming sites. The concept of "inter-local" is our key to investigate the question and
to perform both usual and new unattended synthesis of such relationship.
We considered four case studies. Firstly, the Sportsystem district of Montebelluna,
in Veneto region, an outgoing site from which relocation starts. Then we considered
three incoming territories: Timisoara (Romania), the first area of spontaneous spread
of Venetian cornpanies; Samorìn (Slovakia), an experimental case of 'export' of the mechatronic
district of Vicenza; and Cap Bon (Tunisia), wehere the Venetian companies are
installed in different ways. Some firms which previously moved to Romania, are now
relocating in Tunisia. These four territories are considered as key cases to elaborate a
new, model for local development issues, concerning Veneto region but not only, as we
are nowadays in a phase of general re-definition of scenarios of territorial transformation
and evolution.
L'interlocal comme synthèse de nouvelles territorialités. Des exemples
de delocalisation et internationalisation en région Vénétie - La problématique de notre
recherche concerne le rapport entre les projets programmés par des acteurs externes
au territoire: les projets de délocalisation, les territoires et les territorialités qui forment
ces projets, les acteurs, les territoires et les territorialités des lieux d'installation de ces
projets. Le concept d'"interlocal", est la clé de lecture choisie pour montrer certaines
caractéristiques de ce rapport, à travers des synthèses parfois imprévisibles.
Nous avons considéré quatre cas d'étude. Premièrement, le district du Sportsystem
de Montebelluna, que nous avons considéré comme cas interne au territoire de la région
Vénétie et comme un point de départ des trajectoires vers d'autres territoires. Ensuite,
nous avons analisé trois cas externes: Timisoara en Roumanie, centre de diffusion
spontanée de l'industrie vénitienne; Samorin en Slovaquie, où se déroule actuellement
une expérience d'exportation du distrjct de la mécatronique de Vicenza; le Cap Bon en
Tunisie, où différentes modalités de présence industrielle sont actuellement développées.
Certaines entreprises, qui avait jadis delocalisé en Roumanie, sont actueliement
en trains de re-délocaliser la production en Tunisie. En considérant la phase actuelle de
redéfinition des scénarios d'évolution territoriale, les territoires choisis sont des "frontières"
d'analyse pour la création d'un nouveau model du développement local, qui va
au-delà de la région Vénétie.
