The development policies at the borders of the European Union. The case of Southern Centre Area of Sicily. - The present work comes from the context of new factors between policies and programmes implemented by the EU in the Mediterranean Basin and the opportunities offered by the new European funding programmes 2007-2013, particularly through the instrument Enpi-Cbc (European Neighbourhood Partnership Instrument - Cross Border Cooperation). This Neighbourhood Policy provides a new geopolitical approach to the European territories, based on the repositioning of its peripheral areas in order to strengthen the cooperation and exchange networks. On the basis of this consideration, regions of Southern Italy, including Sicily, characterised by a geopolitical centrality within the Mediterranean basin, can play an important role if they make the best use of the opportunities offered by the new policies. To this end, following to an analysis of the development policies and Community Initiative programmes implemented in the Mediterranean basin, in the Sicily Region and bearing in mind the new future perspectives, the present work will contribute to the definition of an emblematic example of integration among the new objectives of Enpi-Cbc regulation, in relation to specific territorial issues related to a specific area, the Southern Centre Area of Sicily
Politiques de développement aux frontières de l'Union européenne. Le cas de la Sicile Centre-Meridionale. - Ce travail dérive du contexte des nouveaux facteurs confluant dans les politiques et les programmes communautaires mis en oeuvre par l'UE dans le bassin méditerranéen, et des opportunités que la nouvelle programmation européenne 2007-2013 offre à travers le nouvel Instrument Européen de Voisinage et de Partenariat Enpi-Cbc (European Neighbourood Partnership Instrument - Cross Border Cooperation). Cette "Politique de Proximité" permet une nouvelle approche géopolitique aux territoires européens, basée sur le repositionnement de ses régions périphériques par le renforcement des réseaux de coopération et d'échange. Les régions du Sud de l'Italie, et donc la Sicile, caractérisées par la centralité géopolitique à l'intérieur du bassin méditerranéen, pourront donc y jouer un rôle important si elles savent utiliser au mieux les opportunités offertes par les nouvelles politiques. A cette fin, à la suite d'un examen attentif des politiques de développement mises en oeuvre dans le bassin de la Méditerranée, et d'une analyse des programmes d'initiative communautaire conduite dans ces régions, dans la Région Sicile, et des nouvelles perspectives futures, le travail a le but de contribuer à la définition d'un exemple emblématique d'intégration entre les nouveaux objectifs du règlement Enpi-Cbc par rapport aux problématiques territoriales spécifiques d'une région spécifique: le territoire de la Sicile Centro-méridionale.
