Landscape patrimonialization and local development in the Campania region: Europe as a tool of territorial policies - In the Campania region, the implementation of a policy of harmonious development of the territory is complicated by economic hardship and social and infrastructure problems on the one hand, and the transformation in skills triggered by the Italian constitutional reform of 2001 on the other. These complicating factors also have the effect of separating, to a certain degree, local development policies and landscape patrimonialization, the key to new territorial development strategies in all member countries of the European Union. In this context, Europe through its cohesion policy and its outline for sustainable development and enhancement of landscape, may be an element in the political structuring of spatial planning in the Campania region. The example of "filari" from Averse, to the north of the province of Naples, illustrates the difficulty encountered by local and regional policymakers when they seek to combine local development and landscape patrimonialization, and the opportunity offered by EU policies to address the need for protection and enhancement of this space.
