Le pôle de croissannce de Bagré dans la nouvelle projectualité du développment au Burkina Faso

Il polo di crescita di Bagré nella nuova progettualità dello sviluppo in Burkina Faso. – Dopo diversi decenni in cui lo Stato ha svolto il ruolo di attore principale dello sviluppo, il Burkina Faso fatica a trovare la strada della crescita economica. Con il coinvolgimento di attori privati per lungo tempo emarginati, però, si aprono nuove prospettive, in particolare grazie all’appoggio della Banca Mondiale, con l’elaborazione di un nuovo programma che pone l’accento sui poli di sviluppo. Le potenzialità agricole del paese hanno orientato la scelta verso la costituzione di poli di sviluppo intorno ai bacini artificiali. Per analizzare le caratteristiche di questo nuovo modello di sviluppo e la sua applicazione sperimentale nel primo polo agricolo del Burkina Faso sono state condotte delle ricerche di campo nella regione “Centro-est” all’interno della quale si trova il Progetto Bagré. Dai risultati emerge che i poli di sviluppo hanno visto declinazioni diverse e hanno permesso di collegare lo sviluppo territoriale alla realtà di diverse regioni. Inoltre, l’analisi del caso burkinabè in corso rivela delle buone prospettive di sviluppo per tutta la regione per quanto concerne gli investimenti e le capacità degli attori coinvolti. Tuttavia, occorre prestare attenzione alle possibili reazioni del territorio.
The Bagré growth pole in the new development projectuality in Burkina Faso. – After decades characterized by the role of the State as the main stakeholder in economic development, Burkina Faso is still struggling to find viable paths for its economic emergence. With the involvement of private actors – which have been quite marginal until recent times – new opportunities are being explored, especially with the support of the World Bank and the implementation of a new development framework that focuses on development pole. The agricultural potential of the country has guided the choice toward the creation of clusters around irrigated areas: Bagré dam irrigation project. To analyze the contours of this new development model and its pilot implementation in the first agro-pole in Burkina Faso, we have conducted fieldwork in the Central East region, where the “Bagréproject” is located, and worked in collaboration with the stakeholders and social actors affected by the project. From the results, it appears that the development pole concept has experienced several variations and allowed to anchor territorial development in many areas. Further analyses of the case in Burkina Faso revealed that, concerning investments and capacity of stakeholders, there are new development perspectives for the other regions in Burkina Faso. Nevertheless, it will be better to consider the different risks in relation with the territory reaction.
Après plusieurs décennies de gestion économique avec l’Etat comme acteur principal du développement, le Burkina peine encore à trouver les voies de son émergence économique. Mais avec l’implication d’acteurs privés longtemps restés en marge, de nouvelles perspectives sont en cours notamment avec l’appui de la Banque Mondiale et la mise en oeuvre d’un nouveau schéma de développement qui met l’accent sur les pôles de développement. Les potentialités agricoles du pays ont orienté le choix vers la constitution de pôle de développement autour des retenues d’eau. Pour analyser les contours de ce nouveau modèle de développement et son application pilote dans le premier agropôle du Burkina, des travaux de terrain dans la région du Centre-est qui abrite le projet Bagré ont été conduits auprès des acteurs. Des résultats, il ressort que les pôles de développement ont connu plusieurs déclinaisons et ont permis d’ancrer le développement territorial dans de nombreuses régions. En outre l’analyse du cas burkinabè en gestation révèlent, au regard des investissements et des capacités des acteurs, de nouvelles perspectives de développement pour les autres régions du Burkina. Néanmoins, une attention mérite d’être accordée aux réactions éventuelles du territoire.
