The European Union and the Kyoto Protocol. - The Eu played a fundamental role in the coming into force of the Kyoto Protocol, both at an European regional level and at global level. Despite this, the path is still riddled with obstacles, and theUnion itself risks not being able to target the established goals. Nevertheless, the eastwards
expansion, far from representing a drawback, instead appears to be an opportunity; the problems are posed not so much at the macro-regional European level as in the technical and cultural sphere, with reference to the deficient maturing of both the environmental culture and the culture of international co-operation.
L'Union européenne et le Protocole de Kyoto. - L'UE a eu un rôle fondamental dans l'entrée en vigueur du Protocole de Kyoto, à la fois sur le plan régional et européen et sur le plan global. Malgré cela, le parcours est encore hérissé d'obstacies et I'Union même risque de ne pas réussir à centrer les objectifs fixés. Toutefois, l'élargissement vers l'est, loin de représenter un obstacle, apparaît plutôt comme une opportunité, les problèmes ne se posent pas tant sur le plan macro-régional européen que sur le plan technique et culturel, si l'on pense au faible mûrissement aussi bien de la culture ambiante que de la culture de la coopération internationale.
